The Internal Revenue Service (IRS) announced in the December 28, 2004 Federal Register that it is seeking public testimony on permitting distributions under phased retirement programs, and exactly what constitutes a bona fide partial retirement.

The public hearing will be held on March 14, 2005, at 10 a.m. in the Auditorium of the Internal Revenue Service Building, 1111 Constitution Avenue NW, Washington, DC.

In order to present your comments, you must first submit an outline of the topics you want to discuss and the amount of time each topic will take. Outlines must be submitted by February 21, 2005, to this address: CC:PA:LPD:PR (REG-114726-04), Room 5203, Internal Revenue Service, P.O. Box 7604, Ben Franklin Station, Washington, DC 20044.

The IRS will review the outlines and then prepare an agenda. Each speaker will be allowed 10 minutes.
