Get Your Report Now! lowing considerable fanfare by President Clinton, the Department of Labor (DOL) issued its Notice to create a regulation that would permit state agencies to use the Unemployment Compensation (UC) program to pay parents who take time off from employment after the birth or placement for adoption of a child. The regulation is a response to the President's Executive Memorandum which asked the DOL to develop innovative ways of using UC to support parents taking leave to be with their newborns or newly-adopted children. This regulation proposes a voluntary plan which will permit interested states to experiment with methods for allowing the use of the UC program for this purpose.
DOL invites written comments on this proposal. Comments are to be submitted by January 18, 2000.
Industry's reaction to the plan was swift and generally negative, saying the UC program was designed and taxes collected for people who involuntarily lose their jobs.
